The LEDAC serves as a consultative and advisory body to the President on programs and policies that require legislative actions.

 

About the CLA

The LEDAC  Common Legislative Agenda (CLA) pertains to the list of priority legislative measures of the Executive and Legislative branches of government which the LEDAC has agreed to pursue and enact in the current Congress.

Process for CLA Inclusion

From the Executive

  1. Letter of request signed by head of agency/office/institution which shall include the rationale, objective, and salient features of the bill.
  2. Copy of the draft bill
  3. Statement of support from at least 2 other concerned implementing agencies (if applicable)

From LGUs, Private Sector, and other Sectoral Group

  1. Letter of request signed by head of agency/office/institution which shall include the rationale, objective, and salient features of the bill.
  2. Copy of the draft bill
  3. Statement of support from the lead agency and at least (two) 2 other concerned implementing agencies (if applicable)

Criteria for Inclusion and Prioritization

Alignment with the Administration’s Priorities

  • Related to SONA priority and/or Presidential directive
  • Included in the Philippine Development Plan (PDP) legislative Agenda

Developmental Impact and Urgency

  • Promotes sound fiscal management
  • Contributes to human capital development 
  • Boosts economic competitiveness and productivity
  • Addresses an immediate or urgent issue or possesses time-sensitive opportunities

Ease of Passage 

  • With bills in advanced stages in Congress
  • Presence of raft bill from the lead agency
