The LEDAC shall serve as a consultative and advisory body to the President as the head of the national economic and planning agency for further consultations and advice on certain programs and policies essential to the realization of the goals of the national economy. It shall constitute an effective advisory and consultative mechanism to ensure consistency in coordinating executive development planning and congressional budgeting.
The LEDAC CLA pertains to the list of priority legislative measures of the Executive and Legislative branches of government, which the LEDAC has agreed to pursue and enact in the current Congress.
Priority bills of the Legislative – The leadership of both Houses shall identify a list of their respective legislative priorities, and shall vet the requests for inclusion from their respective members.
Priority bills of the Executive/LGUs/Private Sector – Bills mentioned in the State of the Nation Address (SONA) of the President shall be included among the priority bills of the Executive. Other priority bills of government agencies, LGUs, and the private sector that are requested to be included in the CLA shall be vetted by the Executive Ad Hoc team and the LEDAC Secretariat.
The proposed CLA bills shall be endorsed to the Council for its consideration and approval.
Criteria for inclusion and prioritization of CLA bills for the 20th Congress:
1. Alignment with the Administration’s Priorities

- Philippine Development Plan (PDP) 2023-2028
2. Developmental Impact and Urgency

- Promotes sound fiscal management
- Contributes to human capital development
- Boosts economic competitiveness and productivity
- Addresses an immediate or urgent issue or possesses time-sensitive opportunities
3. Ease of passage

- With bills filed/in advanced stages in Congress
- Presence of a draft bill from the lead agency
